When is Jiaoqiu’s banner available in Honkai: Star Rail?
Jiaoqiu joins Honkai: Star Rail with Version 2.4. Traditionally, there will be two phases.
You will need to spend Star Rail Special Passes to activate the warp system in hopes of obtaining Jiaoqiu. Although the chances of his drop are increased, the general drop rate for 5-star characters is very low. The trick for getting Jiaoqiu is to activate 80 warps with his banner, so you will get one guaranteed 5-star character.
One Star Rail Special Pass costs 160 Stellar Jades. Also, you can buy one Special Pass in the Embers Exchange Store for 90 Undying Embers and in the Starlight Exchange Store for Undying Starlights.
Stellar Jades can be obtained directly in the game or purchased for Oneiric Shard, which is present among the offers in the game store for real-world money.

Jiaoqiu level-up and Ascension materials
To level up Honkai: Star Rail Jiaoqiu, you need to farm and spend general character EXP materials. They are pretty easy to obtain by simply playing the game and participating in various events.
To level up Jiaoqiu, you need these materials (any, not necessarily all of them). Some give more EXP than others. The game has a convenient autofill feature, so you will automatically spend whatever you have in the inventory.
Jiaoqiu Ascension materials
After reaching specific levels, Jiaoqiu can not progress further unless you activate his Ascension. This process requires special materials and corresponding Equilibrium levels.
Head to the Robot Settlement on the planet Jarilo-VI to increase Equilibrium levels.
